The latest versions of Profile (2011.1.0 and beyond) will NOT allow you to Efile T1013's...
Speaking with Intuit, they recognize the error, and it will be included in a future release... unspecified when...
Have obtained a download location for a old gpsetup file. Note that you must turn off any recent (2011.1.0 and beyond) options file when using this version
access this gmail account to download:

Download the file gpsetup.bak.
When downloaded, rename it to gpsetup.exe.
Rename any Settings folders.
As it happened, I had one machine yet on my network that I had not yet updated. Had to turn off the options file by physically disconnecting that machine from the network, as otherwise it automatically tried to load the options file.

Only generic google email and no download for gpsetup.exe. :(

not 2011.1.1 either
T1013 Electronic Filing Currently Unavailable
Updated: Dec 23, 2011Article ID: INF17465
ID: 014447
The EFILE the T1013 for this taxpayer… option is not available under the EFILE menu in either the 2011 or 2010 T1/TP1 modules. Consequently, you cannot transmit form T1013: Authorizing or Cancelling a Representative electronically from ProFile. This option was turned off to allow for the rollover to 2011 T1 EFILE to which it is attached.
Workaround:
However, the T1013 form has been updated to the 2011 version and the barcode will appear on the form when it is printed. Thus, you may submit the T1013 by mail to CRA for processing.
This electronic filing option will be reactivated in an upcoming EFILE release.

Thanks Vivian, that's very interesting. Obviously I haven't done a 2011 return yet. I created a 2010 for a new client just to print T1013 and engagement letter and noticed that the efile option for T1013 had gone away. I guess they took it away when they took away the efile option for the return. The options for batch file are still there.
Created a 2011 return and the options are back!
I thought (maybe a bad idea) that in prior years you had the option to efile the T1013 even after filing season was over.
Thanks again, have a great filing season. :D
