I have a client living in Ontario who is retired and receiving pension. He has received a T4 with no boxes completed along with a Releve 1. The Releve 1 has an amount in A of 394.11 and in box L with the same amount. All of the wording is in French and not quite sure what this is. Would these be taxable benefits?

Given that the T4 is NIL but the RL1 has an amount, these are taxable benefits for Quebec Income Tax purposes only. They have no impact on a Federal tax return.
