Carryback of non capital losses for multiple jurisdictions

I have a client who operated in two provinces three years ago, and operates in three provinces now. The client had a non capital loss this year. It is unclear to me how to carryforward the loss for the new province while carrying back the full amount of losses relative to the other two provinces. Any thoughts?

Was Quebec involved in any of those years? The rules are different for Quebec.
