Can anyone confirm whether the ITC carryback request on the T2038 can be efiled?

Yes an ITC carryback can be efiled.

If you are claiming a carryback of ITC your efiled return will have the carryback amount in the fields 6720~6722.

6720 = ITC carryback to 2003
6721 = ITC carryback to 2004
6722 = ITC carryback to 2005

If you want to confirm for yourself this information should be in one of the Appendices of Chapter 1 of the latest efile manual.

And then three months later you will get the special post assessment review letter. Just snail mail in the adjustment/carry back request. Save your self the grief.
