T2038 ITC planning

It would be helpful to have a diagnostic for warning that an ITC carryback is available, similar to the loss carryback warning.

Hello DanC

There is no need to flag the ITC carry-back because Profile will automatically consider the ITC amount carry back when the taxpayer has tax payable.
